They're talking about super street fighter 4 but frame data and advantage/disadvantage is a pretty universal concept for fighting games so.

This thread on MKU has also good info on frames: http://www.mortalkombatunited.com/showthread.php?8028-Frame-Data-Project

Frames are basically images required to complete an animation. Like this:

They're important because it's like the variable used to measures time and speed in general. In fighting games, you don't say: "this attack takes a second to come out", you say: "this attack has 60 start up frames".

Frame data is mostly used by advanced players to figure out frame traps and safe blockstrings. They're also used to figure out which moves are the safest on block or punishable on block. etc.

Best moves are often those with the smallest start up (speed), the longest active frames (duration) and the smallest recovery (reload/cooldown time). And of course with the most advantage on hit and on block.

I could try and explain it all in extreme details but it would probably best if you just watch the videos I linked. They'll explain it much better than me. :p

btw it should probably be noted that NRS hasn't released any official frame data yet. But some players here at TYM and MKU have started coming up with some basic info. You can check it out here: http://testyourmight.com/forum/showthread.php?4950-MK9-Frame-Data-Project

Welcome to the forums btw. :)

Rather than start a new thread, I figured I would ask it here...

Anyways, it seems like (online especially, but still offline to an extent) that I will react to a move like Sub-zero's slide from 3/4 screen away, and go to crouch block, and that sometimes I will still get hit even if I KNOW I was blocking low in time. So the question is, are there start up frames for blocking? Does it take a period of time for me to go from standing to crouch blocking?

Tom mentionned something about transition frames from stand to crouch. On your way down your hittable box is considered standing so you still get hit by low attacks I think. But these transition frames don't affect blocking. I'm pretty sure there are no transition frames from neutral to block.

Besides that, it might be because of lag. It "looks" like you reacted in time, but in reality the special already hit you before you saw it happen on your screen.

NRS is apparently working on a patch to improve the netcode so keep your fingers crossed. :)
