It's only when you're blocking. If you don't block nothing comes out obviously since it's a meter burn button not a attack button.

There are macros that you can enable in this game but you cant change buttons in this demo version.

i would think if the cancel advantage was high enough you could do something like this, but there is no low kick in this game life sxt or ssffIV, think more like 2,1,b3 meter burn, dash cancel, 213 into whatever combo, but i haven't found any evidence of this in the demo yet, but we have an early build with three characters so.... hopefully in the full game we do
