Sorry Shinnok, I find you million times more interesting than than overused exploding sack of steroids known as Shao Kahn lol, but I'm in minority here so...
Sorry Sindel, I find you one of the most unique looking female characters in fighting games and your screams and hair tricks are the $hit, but I feel like you're not popular enough.
Ermac, Noob Saibot, Reptile and Smoke are definitely also candidates for Top15, but I wanted to limit the amount of "ninjas". Kabal would be in consideration too.

I don't know about 20 characters but Raiden, Liu Kang, Scorpion, SubZero, Shang Tsung, Shao Kahn, Goro and Kung Lao are DEFINITELY in. The most popular characters are always the ones that 1) are recognized easier by people who are too young to catch the 90's MK glory, 2) guys that are not THAT much into the MK franchise or are not fans at all, 3) the characters that the movies/series/comic books made popular , 4) the ones that were made popular after the Deadly Alliance era. BUT... The classic MK1-2 characters are the ones that should be considered MK spokesmen since these were the ones that got MK to its glory. Let's not forget that MK9 got to were it is by having the Trilogy roster.
