I decline if:

-crap connection
-spams chat in lobby
-has a poor record. By that, it doesnt mean negative, if they are like 200-700...whats the point
-I have played them before and know they are a tool (sends ragemail, ect) - this is probably the biggest factor for me personally

I actually found out that someone wasn't happy that I turned down a match at an OFFLINE event. I was at a tourney first thing in the morning as I was providing a ps3 for the tournament. While the TO was setting up, I was practicing. When people started showing up, I played casuals. As the tournament was getting down to the nitty-gritty, we started running causals on the now unused systems. Apparently someone asked me for a match and I declined. Now I'm usually very good about saying why, like in this case "My hands are sore. I can't play right now." I was told later that the person I declined was a little perturbed by this and the person that told me mentioned I shouldn't be turning down matches since I can use the practice.

That would be how I define it. If you feel like you have a good reason for declining, like I felt I did in my example, it's all good and what they say doesn't matter. If you're declining to be a douche, then you're a douche ;)

meh, i usually only decline if theyre connection is garbage. if theyre a noob than its an easy win n good practise if theyre a beast than i play so i can learn some new tactics n combos. so my point being i only decline if the connection is bad

I give everybody at least one game, and generally will just play anybody until they decline. Of course that is because I don't play online to learn since I have offline competition, so idc what really happens and am glad to play bs matches or help some one else. I also do not blame people for declining me, I have a good record ( not that that means anything) and I wouldnt have wanted to play me a year ago when I was just getting into the game either. The only thing that irks me are the people who decline me, have good records, and then i run into them and they decline again and again. Theres comes a point when its time to just play the fucking game, instead of just scrub searching as I like to call it.

Alright, so today I decided to hop online and play some games. I don't know what it was but everything seemed a little laggier than normal, but not unplayable. Hopped into ChaosRealm and lost a few matches, Anti Airs were coming out like 10 frames too late, a bunch of bullshit, but that was okay, my opponent was still pretty good, so i didn't feel that bad. I went back to practice mode and messed around with Cyrax. I was landing his 90~ percent bnb reset with the uppercut pretty much every time and i was feeling pretty good about it. Took that shit online, and some random dude challenged me. I figured what ever, i'll just play em and adjust the combo to the latency.

So i have Cyrax Vs Baraka, and to start off the match i was going to enhanced rag doll. Doesn't come out, and i eat a jip. He does some baraka basic combo like 121 or something. And just keeps fucking doing it. It was fucking stupid. I lost to fucking baraka. A trash baraka. One who only knew 2 fucking buttons, and i can land a 90% reset consistently. Fuck that shit, fuck online. I never really understood why everyone hated online so much until. It's fucking terrible. I'm just going to do ladder from now on til i find people in my area.

tl;dr Fuck online, fuck the netcode, fuck laggy ass jips

I only use characters with wakeup scoops.
I love how you just had to give a forewarning about [Vulgar Language]. Wouldn't want anybody on TYM getting offended from using the word "fuck". T...Y..M, people who play an M rated game.

I don't recommend playing randoms, play people you know are legit and friends/friendly.

At least if you get salty with friends you can laugh it off and talk about it cause you're cool, which helps make saltiness bearable or go away quickly.

I know as someone who has no offline scene, online is essential, I usually enjoy myself online because I only play friends with rare exceptions, like tag in ranked to practice tag combo lol or offline ladder plus training mode.

Do not touch me again.
We all get salty online. I've played with pretty much every person in this thread, and 9 times out of 10 we're starting with 900-900 and ending with 001-001 if you know what I mean :D. And that's with people I know and love! haha.
