How to understand Frame Data in Mortal Kombat

Guessing Advantage/Disadvantage on Hit is the same as Advantage/Disadvantage on Block. So the more + frames the better.

Second Question:

So, when do you figure out when you can poke out of pressure?

If I block the Enhanced Shoulder tackle, I'm at -7, but my poke is 6 frames, I have 1 frame to poke out?

If you're at -7 and you do a poke afterwards, you have to factor in the start up time for the poke which is 6 frames. Add the disadvantage (7) to the start up of your poke (6) and you get 13. So your poke will come out at 13 frames. It's impossible to poke out of this situation so you would have to use a move that has invincibility or armor on the 1st frame to interrupt Kenshi's shoulder tackle after enhanced tackle as you have 1 frame to do so.
