Cereal first, then milk. That formula allows you to place more cereal then milk. If reverse, then your using less cereal, and more milk. This is kindergarden math, physics..and magnetics.

Personally, I always put my cereal in the bowl before I pour the boiling water over top. I like enough hot agua to fully submerge the pieces.
