Since the 1st DLC pack is Sub Zero (I'm happy cuz my MKX main is here), Starfire and Red Hood, I'll say that the rest would be:

1) Raiden
2) Spawn
3) John Constantine

I want those just to troll the INJ fans that never want those chars in the INJ world. They trolled us MK fans due of Alien, Jason and Predator, chars we NEVER wanted in the MK world.

I want Batgirl again (the reason is not she being top tier in inj, i just love batgirl) or if she comes as batwomans premier skin i would be ok with that as well

-Constantine (could play similar to possessed Kenshi and I really like this character. At least make him a premier skin and make sure his voice actor is someone like Matt Ryan with intros that are comical, if this is a thing)

-Spawn (he seems like the most requested character after Red Hood. Please make his design interesting if this is a thing)

-Static Shock (another highly requested character that can be a premier skin for the electric character DLC if need be)

-Beast Boy (Unique playstyle and have to finish the Teen Titains trope, would need a specific voice actor though with comical intros).

-Rebirth Raven (could be a premier skin for Enchantress and we have to finish that Teen Titans trope, also her art design in Injustice 1 sucked and I like the Rebirth look WAY better. Can also use harley's voice actress for this character because she voiced her before)


Premier skins:

-Azrael for Robin (please don't make him villainous if you make this a thing. Make him like a quiet ninja type using wisdom as words in his intros)

-Ra's Al Ghul for Robin

-Raiden/Static shock for the electric character DLC if need be

-Rebirth Raven for the magic character DLC if need be.

I had more but I forgot what they were and will probably update the post later when I remember.
