He's right in that Lady Shiva and Azrael are significant, decently well known Batman characters, but not well known or unique enough to deserve a spot in Injustice unless as premier skins. Two Face though definitely has the mainstream recognition and unique visual design + gimmick that would make him a better and more likely candidate for a roster slot whether he's a "more interesting" character or not.
The coin flip would fit perfectly with Paulo's vision. Might be too good to pass up just for meme potential.
