The animation looks like meter burn moves, with the flash later on the animation rather at the start so I guess this is a meter burn...

As for utility... who knows, maybe regular roll is now a knock down instead of a launcher and you might need the meter to juggle?

Does seem that way actually, Kano is almost on the ground before the second roll so Mileena won't recover in time for any followup so it's just a straight up knockdown.

edit: for regular roll - knockdown with no chance to follow up, meterburn launches

And considering how fast Mileena builds meter (probably the character with the highest amount of breakers per match on average) it could be a way to balance it if her combos now need a higher investment.

Well, people were complaining about how she builds so much meter and "breaks 4 times a round" (which I don't think I've ever saw and has never been recorded to my knowledge lol) but they were also complaining about her meterless damage output so I guess this solves the problem, haha.

Hummmmm stopping the Mileena vs Kano gif at the correct frame, you can see Kano is on a jump landing animation so maybe that's why it looks like the first hit isn't juggling him as high... still could be a knock down but we have to wait.
