On XBone, I went to "Manage Game" and just hovered on the ready to install area for a few seconds and it popped up eventually.

Did you notice the scaling after that explosion? He had at least one more string into an ending special, probably upwards of 40% damage.

Other characters do that without taking their own life in the process

Holy shit the handshake, the laugh, self destruct, I don't even care if Predator is big floppy clownshoes this is fucking rad.

It's also good to note I hit him with an EX kick, 2 fireballs and a good chip string for the cloak to wear off.

Seems fair since you also take damage for doing the move and it also has quite a bit of delay before going off. So there's a lot of risk.

It's really cool, but it sucks that it takes your HP, that's some funky shit...

Yeah, but it is a meterless launcher that he can do at almost any time it seems (probably not while being hit).
