Who does the most Damage on Punish?

Hello TYM, I was wondering who does the most damage on punishing specials, EG: kung lao's spin or mileena's roll, scorpions teleport ect.

Who does the most damage on wiff specials? Who should be the most feared to just throw specials at..

Even with the f43 nerf, Kitana still does more meterless damage midscreen than most. Her damage in the corner is godly.

I may be getting a rap for running around the forums preaching about Mileena, but I find that Mileena its a lot of mileage out of her NJP, roll or air sai/teleport.

For NJP I can hit ~36% meterless
Roll ~29-31%
Air Sai or Tele ~26%

I'm curious OP are you looking for "the most damage" combos or the most flexible punisher? Because there are a lot of characters that do a lot of damage and can punish whiffs. I suggest Mileena purely for the variety of her punish game.

I was just wondering who has the most to gain from wiff punishes, like whos BNB midscreen can punish who ever wiffs a special on block.

Im just curious, I picked up hell fire scorpion 4 days ago and got nerfed, im looking for a new main.

I tried Johnny Cage but compared to say Kung Lao or Mileena, he just doesn't seem to have that much damage without using meter.
