I think it's a safe bet that Jax is it...especially in Heavy Weapons.

Least risky: Jax (Heavy Weapons), Liu Kang (Dualist), Johnny Cage, Devorah, Tanya (Pyro) - most of the rushdown characters that rely on block string pressure more than mixup pressure feel pretty safe to me.

I think it's more on the player than the character. Characters that have crazy mixup options/ great combo starters are generally considered less safe, because most of their mixup options can be punished. However, they don't HAVE to use these options. Hellfire scorpion is a perfect example. Can be played extremely safe or extremely unsafe.

LAW cancels, his main strings in general are pretty safe on top of it.

He can cancel into his LAW Rockets on any unsafe strings to hit confirm. It's still - 6 on block, so I don't think it's as safe as people are leading on.

Dvorah is not a safe character at all. She has holes in most of her pressure and is punishable on most of her most commonly used strings. Dwarm queen is a little safer than the other two but not by much. That being said I wouldn't call swarm queen risky, as she does have ways of mitigating her risk. But venomous and brood mother are hella risky without OS.

Riskiest characters in the game? Mileena or Ermac.

totems are free off any knockdown and f2 is safe vs most of the cast. not sure what you're doing wrong

Tanya. Everything she does either leads to moderate damage or getting blown up for a full combo, especially in Pyromancer.

I agree with her being a risky character if you fireball zone, Tele Mixup, like me, but she has safe strings and her dust is safe in block. So with that I disagree.

Sadly mileena is a risky mf , its weird that when you hesitate or have a panic attack , you make the dumbest mistakes ever . Same with scorp and ermac , that hesitated teleport always gets to me

Dive kick. Teleport even off Block string. Spin. Ex spin and dive kick.

And 44 and maybe a couple more other things.

He's a very squirmy Character and he has to throw out some risks to get anything done in compensation of him missing a low mix up

On the PC version it's + on block currently. I'm simply scared of Jade happening all over again but I guess the disaster went down with Kitana so I (knock on wood) should be safe.
