I live in western Tokyo, I'm a family man who doesn't have time to go to the arcades and even if I did I don't speak japanese on a high enough level to communicate well enough with the japanese. If and when I play it's online and I've never had the luck to find individuals willing to play on a consistent basis. Those that I have found only care about "Ranked" or don't care to improve and/or develop their skill. It's a frustrating situation.
