because seeing that reveal trailer for your character is one of the best feelings a gamer can get. compared to looking at a character roster, seeing their name, and going "oh thats good" its just not the same. every fighter should get to feel that elation at least once.I have to ask, why do we need all the characters? Gameplay, online, mechanics? Sure, but why must every character be revealed before the game is out?
My cd doesnt have Kotal Kahn tho....Knowing the cast won't change the release date, or change the fact that 99% of us have already decided wether we're going to buy it or not.

Reveal trailers glorify chars!But wouldn't popping in the disc and seeing them on the roster be just as good if not better than "they're in the game, just out this reveal trailer"?
