Boon already confirmed at E3 that UI is just a draft for presentation.

good stuff .... Ed is a class act as always, and he knows exactly what he is doing and how to promote this new game. I wish that MKX becomes a modern classic fighting game and way better than the already successful MK9 (2011). We gotta admit we all love what MK franchise is turning in this new 2.5D generation after 3D era, so forget about the stupid MK games made in the past .... this new shit is real and we will love it, rsrs :D

actually it was select screen related information (when he was asked if there will be only 24 characters, he said that it is a draft and doesn't represent final select screen). However I bet UI will be redesigned too as meter bar in MK9 looked different in the first presentations.

Also I wouldn't be surprised if that select was "final" seeing as the first selection screens they showed for injustice and MK9 had the same count as the final, which would suck because MKX should have at least 28 at launch

28 characters at launch, that would be awesome plus the variants. Also I can't stress how awesome it is that their addressing the female looks and finally realizing that pornstars aren't kool.

He could also mean that MKX will at the end have atleast the size of the MK9 roster when MKX had dlcs and stuff and not at the release right away.

Maybe he explicity did not wanted to say that yeah, will be 28 characters, however, 4 of them will come in the season pass dlc form ..... so, 24 native and default in the game + 4 guaranteed DLCs

Nevertheless, I think he will start to reveal more characters in the next months, to feed the hype up around MKX .... and we all know that the "leak info" always come in a way or another, so, soon or later in this year yet, we'll be sure about the final numbers in the MKX character selection screen ....
