Why are Grundy, Shazam and Scorp low tier?

Ive been playing IGAU since the release day and right now Im playing this game on PS4.
I am not a good player nor am I bad. I am decent at this game, usually always try to improve and adapt vs any play style in order to step up my game and I usually can give anyone a good match except 5 characters I always lose to in case the player is good. I usually lose a lot to 5 characters in this game and 3 are the above mentioned = Grundy Shazam and Scorp.
I play as DS and Batman. 1 is a keep away character and the other 1 is a rushdown character.

I feel like these 3 characters are rly strong in the right hands and can almost keep up with most
of the cast. But why every single time I see a new IGAU tier list these 3 characters are always considered to be low - garbage tier?
Did I miss sth?

Grundy and Shazam are good but they have really bad match ups.. (Just like quite a few other characters in this game)

Scorpion isn't as good as long as you learn to punish him and play defensive most of the time.

Shazam isn't low tier, he's mid.
Scorpion is though. Anyone with good defence will ruin a scorpion.
I think grundy is mid tier as well
 
Scorpion is completely broke when playing online

His j3 comes out so fast you literally have to input your blocks from forward to back before the attacks hit you, or j3 xx tele will hit EVERY TIME. Even with mild lag this is the case.

Offline this isn't a problem, and Scorpion get's punished for doing anything.

Normally, I'd feel sorry for Scorpion mains because their character was nerfed over-zealously, but the issue was Scorp mains (PL) didn't admit he was broken to begin with (-1 flip kick lol)- so my sympathy is just not there. He got overnerfed because nobody was there to reasonably articulate what was wrong with him. Scorp mains said he was fine, and those who didn't play him though he was worse than AIDS, and both sides where wrong. He was an issue, but not a HUGE issue.

More and more people seem to find counters for everything Grundy has to get into setups or so I appear to see. As well just initially keeping him out which cuts off his damage to begin with.
Shazam... I don't know about tier placing. But some matchups he really struggles with because of subpar normals and no reliable grab. His mobility is really weird too, his approach has to really vary and is inconsistent. His grab range is big but there is an end to all good things. Theres's more but mainly I still the character has to be fleshed out.
Scorpion is bad though. Online might a different but d2 from Shazam just shuts down this character.

Their options compared to the rest of the meta don't really stack up well. Shazam is actually pretty good as shown by Digit but grundy and scorp can get shut down pretty hard by easy pocket characters like aquaman and superman. They are really good characters, its just easier to win with other characters.

The crazier your character is in terms of rush-down or Teleport mix-ups, the better they become online. Deathstroke's guns become godlike with lag.

The short answer is there are characters with more stable matchups.
The long answer is they have hard built in counters in the game and they have problems with their movement. Shazam has to be played very spastic like since he has a slow walk speed and a dash which is too long and too much recovery getting him zoned out by characters like Superman. Grundy simply can't catch some characters despite having some really good buttons and a good dash I don't know specifics about this character.
Scorpion just sucks. After having played him for awhile he just is a badly built character. He has a bad ground game, no real frame traps, no reach on his normals, mostly fuzzyable mixups, unsafe mixups, terrible risk reward, terrible mobility, acrobatic character, nerfed air moves, an unblockable that has such a long startup it can be jumped on reaction, super unsafe spear in a game with massive air mobility, ect.
What he does have is a teleport that hits you that can used in the air and a good jump arc.

Its not that you cant win with them its just that a lot of characters do what they do but much safer with less meter and overall, better.

Scorpion is the true bill.

In MY honest opinion he's actually the worst in the game.

Yes, worst than Joker, but I'd say equally as bad as Cyborg.

They are inconsistent and ironically all three of those characters have been used in tournament and had more success than Killer Frost

There have been more KF players placing top 8 in majors than the reps for all 3 of those other characters combined.

Grundy is low because he's slow as shit and once you learn his setups they're really easy to avoid. Having 200% combos doesn't really mean much when you don't have a way to open your opponent up to land them. It's not that he's just so bad, it's that there are just a lot of characters that are better.

I think shazzam is good. His Air normals are great and his damage is good. He also gets to wake up for free.

However, I feel that grundy and scorpion are gimmick characters, and once you find out what their set ups are, they're very easy to defeat

First of all grab immune is the gayest thing in the game for grundy so he automatically gets screwed over by the game itself and second of all he gets outzoned and outpoked and a rock is faster than him
