I nominate Hawkgirl. The frame data is slightly worse. I'm not sure about ranges; Hawkgirl's is terrible but I think Shazam's is pretty bad too so it's probably a tie on that one.

well "traited mmh" isnt a character. the character would be MMH and he doesnt always have trait, Aquaman always has his normals
