apparently they do that in every game but NRS games from what i heard, so i have no idea if they are going to start doing that or not.

Also, before someone says anything -

Late entrants will most likely be put in the later pools. 1-4 were stacked more so the tournament starts on time and we can add seeded players to the later ones as need be. 1-4 should look similar come tournament time as they do now.
