Well I'm not entirely sure but if you pause the moment the soldiers look up in the sky it looks to be like a giant flying monster but I don't think toho sold the rights of Rodan to Legendary. Though they could always name it something else.

I was just imaging that Rodan ever appeared in the film. But it seems like they look like giant alien monsters from the sky that it never mentioned in the other Godzilla movies before (not the 98 Godzilla movie of course). Even though its a Legendary film.
