Yes because none of them are as bad as Green Arrow and they aren't good enough against enough characters to push them up to a 6, well Hawkgirl is potentially but Catwoman on the other hand certainly isn't

Looks okay to me, I'd personally put GA as a 5 and Ares as a 4 or a 5, but generally it looks fine.
GL as a 6, Batgirl as a 7 imo.

Thats about all the gripes I have with it.

People give you a lot of flak, but I do agree with @KDZ as far as lists goes this one is a lot more agreeable than most tier lists tend to be.

Why is a 6 "not viable"?
Also you have to consider while she doesn't have many losing MUs, I don't see her dominating many characters either, while some of the top tiers have very slanted MUs (at least one 7-3 or next to no bad MUs) in their arsenal along with better tools overall (Like actual wake-ups, better ranged tools, better trait, etc).

tl;dr : A 6 is viable.
