I agree for reasons stated before, which is why I still had her ranked 3rd on my umk2 fantasy tier even before Reo won with her. She's only dropped two spots imo. I have Shang as #1 though because she still has nerfs, and he gets to be her and the other strong characters. I have Shang and Sub Zero abover her. Cage is 5th and Reptile is 4th. But others need to play it to figure tiers out.
Sai is a nerf, and walking back to avoid teleport is a nerf. walkspeed buff hurts her too. I think low ball is dumb but I kind of hope it stays.
Good players don't use Mileena's Telekick much anyway so that nerf doesn't really hurt her.
And her Sai haven't been nerfed enough.
She should hang in the air longer after shooting Sai so she can be punished.
I think she's easily still #1 on the tier, but I'd have to play it to really say for sure.
Judging by the video though, she's even more broken now.
Giving her an easy Roll/HK combo everytime is ridiculous.
And making the Roll have to be low-blocked means you basically have to crouch block the whole time against her.

Mikemetroid ? I thought you outplayed REO in the Finals but still lost 0-3. You punished the Roll nicely with aaHP/Shadow Kick.
A lot of Mileena's Air Sai went over Johnny's head, I would have recommended throwing his Low Green Fireball more often.
In regular MK2, Mileena destroys Cage, and it appears that hasn't changed.
