No. Why should he be? Has he been going around making stupid-ass threads about being the best or popping off all over the place? In that last podcast I heard him on, he seemed pretty reasonable about his tournament expectations.

Anyone who puts him on blast should be the one put on blast.

It's not the be-all, end-all of tech (it's GDLK but there are a few potential beacons of hope against the Fear even still). If, for example, Tyrant's Grundy just Walking Corpse Cancels his way right through this tech with no respect for push blocks whatsoever and manages a chip-traited nail-biter win, is that really a blow-up?

Cowboy doesn't make threads/status/comments saying "hey i'm the best" so we can't blame him if he doesn't win.

I actually hoped for Sinestro to be number 1 in the game, when I played him right after launch and when Wound started playing him after Lex. Because I felt so bad for Wound in Mk9 as a fellow Shang player when he would lose to inferior players just because their character beat Shang.
