Me and you are already friends on psn, let me try explain the region lock fully.
1.there are 2 different versions of IGAU for ps3, USA version-connects to the continent America and maybe Far East Asia(not sure). Europe version connects all around Europe-I've been able to play Norwegians, Bulgarians, French, German, Russian players etc with a smooth connection.
2.the differences between the versions other than who they can connect with include: Online Rooms have different names,the leaderboards are completely different, daily challenge may be different too.

To answer your question though, you won't be able to run a connection test on us from a USA version of a ps3 but I'm sure that someone else could do it for you.

if you have a US copy of the game any and all really,
if you brought the game from a region not US/canada/southamerica then you cannot connect to US servers on ps3.

was same story with mk9 on ps3, i used to play djltoro abit because he had a EU region based disc aswell as his US one.

if both players are playing a US copy they can connect on ps3, so you would be able to connect to test

at that point at the end of the auction you can basically at that point buy any character that has 0 bids for the minimum amount
