Of course? Not really. There still could be more skins. The Ultimate Edition doesn't come out until mid next month, there's still plenty of time for additional skins.

well I was already doubtful even after his announcement, after this im almost sure I will never see a skin for sinestro/black adam/killer frost or any dlc skins for the characters who only have like 3 as well.

Probably, though it might come in a different way, like as a packaged bonus with Arkham city.
