The buffs aren't overwhelmingly insane, like say, the damage reduction on venom levels for Bane or Lobo's everything, but they don't seem as bad as Shazam's damage increase "buff" imo. Him having a safer overhead special to cancel into is pretty fine (considering the fact that, without teeth, you have no reason to block low during pressure besides the b13 string), and having the fastest reversal move in the entire game (ironic that Joker beats Superman in this area now) with his trait means you HAVE to have guaranteed blockstrings or he WILL parry you.
He definitely needs a little more help than this, but this is really a step in the right direction.
