DLC for DLC isn't needed so remove those 6 from the equation. Then remove the characters with unlockable skins. That leaves only 3 characters with only one extra skin.
Unlockable Skin =/= DLC Skin, I still stand by my statement that there are several characters that didn't receive DLC Skins.
But it's a skin that's already in the game and that can only be unlocked by an unlock code. You can't buy the skin.

Arrow Skin isn't a compatibility skin as it was in the game since launch, and you can't even buy it like the DLC costumes. It's not a DLC costume.
It's an extra costume. You should count it like one.
