I think Zatanna's ending confirms your suspicion that Fate was scrapped in favour of her OR it confirms she's getting a Dr. Fate skin. I mean, the anhk in her super is suspicious and her ending sounds like it fits Fate just as easily if not better than it fits her. I mean it's all about the Tower of Fate, not so much her.
