I've heard them in almost every request for fighting game characters and they always, ALWAYS end being bottom tier that nobody aside a few casuals use it. Take a look at arthur in marvel, same for every single crappy character that just an internet minority wants. You want a top tier? go with red hood, the same happened with vergil in umvc3, from miles away you can see who will suck and who won't in terms of competitive gameplay and zatanna won't be good, no matter how much you like her she won't be top tier.

You probably hear the argument a lot because everyone has a different perspective on who should be in the game. It is utterly impossible to understand who will be good or bad based on the character. There isn't a correlation. Zatanna could be a great character. She could be top tier. She could also be a horrible character. She could be bottom tier. We can't make assumptions based on nothing. Ultimately her move-list and meta-game will determine whether she is a good character.
