Something that shouldn't be overlooked is that NRS is part of Warner Bros. Warner Bros. cross-promotes a lot. All those big entertainment companies do. Ever watch a show on the WB? They'll have songs from bands on record labels owned by WB. No surprise that WB owns Nightmare on Elm Street, so we know why we got Freddy as a guest character, coming within a year of the Nightmare on Elm Street movie reboot. Successful entertainment companies cross-promote: it is part of what makes them successful. They are really good at it.
Knowing that a DC Comics fighting game is going to draw in plenty of people that might not be fans of Mortal Kombat (or any other fighting game for that matter, it could be their first one), it only makes good business sense to promote the other big fighting game franchise that you own: Mortal Kombat. People that were hoping for a "pure" DC Comics-only game were dreaming. The real surprise would've been if there were no guest characters.
That said, one iconic ninja from MK is probably sufficient to accomplish the task, particularly considering some of the backlash to Scorpion. Game-wise, I don't know what SZ would add other than ice clones, since we already have Killer Frost with the slide, and her slide is awesome. Frankly, if NRS/WB was going to bring in another 'guest' character, it might as well be someone from one of their other numerous franchises. Though if it was another MK character, I think Kitana or Sonya would be a better choice, to have an iconic female MK character in the mix.
