Why can't I play people from Europe on mk9

I live in the US bought this game when it first came out played online for one day then psn went out . Now psn is back and I can't play with my European friends. I was wondering if it's just because psn is rebuilding or is that just a shitty thing about this game? Has anyone else tried to play UK people on xbox 360 ?

I think the games online mode is region locked sorry man.

I used play uk/USA mk2 both on my main uk account
