Question What would make each character totally broken? Not unfair, but, a nightmare to deal with?

None of those things would even help Scorpion, at all.

Also, tacked-on 3D hitboxes =/= normals that whiff on them aren't mids.

Seriously.. can we be serious? The only way to improve Scorpion is by making the spear safe on block. Put that on your damn list for legitimate changes.

I've always thought that Sub Zero's ice puddle should appear the same on startup as regular ice ball and have the same speed.

EDIT: these things would improve Sektor and AT LEAST make him viable:

EX tele uppercut has armor on startup. Regular tele uppercut would be -15 on block. His 1, 2, B1 starter only wiffs on the smallest hitboxes in the game (Millena, Sektor :p, Quan, Reptile).
Down3 lowers hitbox as much as Shang's and Smoke's. TAKE away his stance change shit. And something I thought he would have after playing story mode... INVISIBILITY the input would be: down, up, 2

Sub Zero:
Remove CSZ from the game. make EX clone CSZ exParry. Give exFreeze armor.
Re-do properties of clone so that legs and body are the "clone" and if anything touches it from any distance it creates a "hit" (i'm looking at the barak, kitana type stuff where they hit "through" the clone).

have fun touching this guy.

Im not sure how complicated or costly it is but if NRS really did change a few frames here and there and a few hit box issues this game could change for the better or at least change the tier list up dramatically.

How about fast advancing normals
This is fundamentally (literally in that respect) Scorpion's main problem, making his footsie game revolve around a 7%, neutral on hit, fully punishable on whiff, hellfire.

Meanwhile Jax has a move with the same ideology, that also launches, and is cancellable, can get in whenever he feels like, (and an armored version on top for safe measure) has normal pokes, mids all over the place and none of it requires overly precise execution.

Now you mention it there's no reason why Cyrax shouldn't be able to do this, why else does he have that jetpack everytime he wins the round?!

Why isn't her middle boomerang an overhead, that's totally plausible.

Sektor: longer arms
NW: cancel into lightning
Stryker: blockstrings jail to standblock when he gun cancels. Totally different character if you had to respect gun cancel during pressure.

-Give him Sub-Zero's d4 (startup|block|Hit) advantage
-B2 +0 on block
-1,1,1 have the same safe jump setup as Ermac's 3,1,2 on hit

Noob:
-Instant recovery on portals
-b1 10f
-projectiles safer if whiffed

Kano:
-Old knives
-Upball +0 on block but 10f startup
-f1 true mid
-choke true mid
-b2 & f3 speed buff
