Sure, if you decide to totally ignore the differences between characters.
Some whole characters are completely based around their zoning abilities. I would shudder at the thought of a Sindel trying to win anything. And something like Johnny Cage, who already struggles against zoners, has his in an upward curve. It would totally ruin the advantage of Jade and Smoke. I'm not sure how it would work for Stryker, as a gunshot would not make sense and his grenades are like JC's projectile.
In other words, no.
