NW, because he's a better fighter, has powerful magic(a lot more powerful then T. Hawk if he has any) and NW if faster.

He can also morph into a Wolf form and Eat T.Hawk lol.

Yeah, he summons lightning for god's sake along with his wolf animality.

Plus, y'know, Nightwolf uses weapons such as laser tomahawks, laser knives, and laser bows and arrows. T. Hawk has nothing to contend with. And this is coming from someone who enjoys playing T. Hawk in SSFIV. : D
