I believe some X-Rays only have 2-3 hits of armor. So maybe Kenshi knocks it out before it activates.

Either way, X-Rays are the supposedly the only moves in this game that can beat super armor. So even Jason's Armor move should get beat out

Its the hits not the armor. Test Raiden vs Jacqui for example her shots beat out Raidens Xray. 2 hits of armor then the 3rd one breaks it an cancels the X-Ray.

Possibly another bug. In the Kombat Kast, I believe Tyler or one of the other devs said that XRays are armor breakers.

@AoK Ryan @Konqrr update on this: It's indeed a bug. I tested it on Jason's Killing Machine and it doesn't break it while Takeda's XRay (also air only) breaks Killing Machine no problem.

A few minutes ago online, as Mileena, I just EX-rolled through Kitana's x-ray and got a combo punish in. It was immensely satisfying, haha.
