Will Negative Edge ever be fixed / removed in a patch?

Too many times I recover as Jax and do the Dash Punch command; he does a Gotcha Grab instead. Likewise, I'll do the Johnny Cage Forward 3 combo and he'll throw a fire ball before I can do the flash kick.

No, the closest that's going to happen is them lowering the buffer window for individual moves that cause a lot of problems, but as a whole its going to stay.

this is a huge issue... having the wrong move come out when the imput was correct. Give mr boon a chance he is cluless how to fix his game!

It's not an issue of "tightening up your inputs" It's an issue of "working around the stupid negative edge system"

Negative edge in any other fighting game does not activate unless you are holding down the button. It's simply just a bad design choice. There is not a single difficult input in this game, so there really is no reason for the neg. edge window to be as large as it is.

This. When I do 2,1,db3 with Noob, a portal shouldn't come out from something 2 inputs ago. And I sure as hell shouldn't have to slow my inputs to adjust to the negative edge window or "tighten my execution" as it was put.

Third Strike has negative edge, but it is nowhere as rediculous as this.

You sound pretty authoritative about that. Is this based on developer statements?
 
What exactly is negative edge? Understand it screws up the actual input and thinks it's another input so you get an unintentional move, but what causes this?

Moves react to the press of a button. Negative Edge allows for moves (specials) to come out at the RELEASE of a button as well which means more opportunity for that move to come out. However the problem is the window of the negative edge in this game is so large that it can exist for a while. But it only really has an effect on moves that use similar motions. EX: Noob db3 and db2.
