Question why does the 2 of B1,2 whiff

this has happened I think since day and has niggled me for ages. Sometimes when you hit with B1 then go into the 2 it will sometimes get blocked; does anyone know why? Am I inputting too late, is it because its a counter hit or is it just a bug? let me know plz
