Liu Kang or Johnny Cage.
Liu Kang has great mix ups, keeps the opponent guessing how to block as well as hoping to not get outzoned by air fire balls and low fire balls. He's good all around.
Johnny Cage gets in and STAYS in. His F+3,3/2,1/F+3,2 are great to pressure them into blocking constantly and if they begin to crouch block you can throw in a F+4 for a free combo, because it's an overhead. Only issue I've found with cage is to be sure you stay in, and don't do unsafe things on block. You'll be punished and put back out of range and out zoned all day. Use EX Shadow Kick(has armor) to get a bit of damage and close in at least a little.
