Question What would it take for you to use f3?

Hey Raidlings out there. What changes to f3 would make you use it more. In MK9 a decent amount of characters have a long range high damage poke for 11% damage. Kenshi's b2, Sheeva's f4, Scorpions f3 etc. Do you like this idea of having a good damaging poke move that can't cancel and has no string attached to it?

Here is some basic information on Raiden's F3.

1. It is a high
2. Can't Cancel
3. Long startup
4. Long range, even farther than b3
5. high damage poke 11%

Did Raiden need some love in this area?

Cage's F2 at least had a use in the reptile and ermac MU when johnny cage wanted to, after a jip, cancel a high damaging chip move into ex force balls.
