What would happen if the old dash came back?

If NRS magically decided, theoretically, to reinstitute the pre patch dash, what would happen? Would characters like Rain move into lower top tier? Would JC be immaculate again? Would Kitana or other zoners fall in the tier list?

Not asking the old dash be brought back... I'm just curious.
