Dash cancels are when you are able to use dash to cancel the recovery animations of certain moves to dash in for a follow up or just make the move safer. "Cancels" just refers to cancelling the animation. Either by dash cancelling or 2 in 1's

can you give me an example of the regular move and then a dash cancel of that move? on reptile if possible? =)

I could be VERY wrong but it seems to me that Kitana's fan toss is dash cancellable, meaning you can dash right after you throw it and follow up with a poke of your choice. I've used her fan toss to create sonic boom like pressure tactics.
