Deadshot's B1 is 13 on start-up. Jailing the wall kick interactable into his B1 is extremely difficult and unreliable, but it does work. I highly doubt any move that is 14 on start-up will jail.
Catwoman's B2 is 12 on start-up and slightly easier to jail with. Also works work Joker's 12f D2.
In order to jail, you need a forward-advancing move or a normal or special with decent reach. Let me know what ya'll think.
