I don't want to seem like I'm stealing anyone's thunder - @KOHR posted earlier modifying the graphics ROMs to update the character select screen to put borders around Human Smoke and Noob Saibot. I was able to do this without modifying the graphics ROMs, in keeping with the spirit of keeping UMK3 1.3 more arcade hardware friendly. So HUGE thanks to KOHR showing it was even possible. I tried putting the time stamp where I made the change in the media link, so you can skip my helium voice explaining how stuff works. But it's right at the 4:00 mark, roundabout.
