Right, I'm asking - not telling, so sorry if anyone is misled by the title.

Can anyone offer a brief idea of how this system works? I've searched and have found an ancient topic that linked to a MS page that explains it in depth, but I switched off as soon as I saw that it involved logarithms.

What's the simple take?

It's pretty simple, you beat high level people, you are more likely to go up in TS, you lose to low levels, you will go down. You beat a low level, you are less likely to go up, you lost to a high level, you lose TS
