This has always been possible on females. On males you need to Ex. So no, no buffs for Sub, it will never happen

I think females have a smaller hitbox. But that leads to the 2nd hit of the string hitting later, leading to more advantage.

@D_Matt_Ma most likely, don't see the harm in NRS patching this to allow use vs male characters, it seems like a bug. Or the devs felt subby needs help vs females, shoots fired at SZ haha

I don't think this can be fixed. Only a full on buff to frame advantage would this work on males.
