Some kameos not selectable?

Not sure if it’s a bug or if I missed some news about kameos unlocking later. Scorpion, Sun-Zero, Kung Lao, Shujinko, and Motaro are all greyed out and unselectable for me. Is this true for everyone?

Lol. Literally just unlocked Scorpion right after posting this.

So kameos are even locked in tournament mode until the account unlocks them.

They're unlocked by leveling up your overall account level by playing.
