From Shang Tsung's intro, who's the half naked Double Dragon reject street thug in 90s Oakleys and a Watch Dogs scarf? I've always kind of assumed it was possibly meant to be a Black Dragon member, since the costume is so exaggeratedly "street" and silly that surely it has to tie into some part of the canon (and they're the only ones I can connect it to), otherwise why not just have, say a stock Shaolin monk like in Skarlet's intro or a Tarkatan? Quite literally he looks too stupid to not have a reason to look so stupid! 
So has this character been in anything else like a comic or story mode or something?
And if he's not, any ideas on who the hell's he meant to be because he seems far too much of an alleyway mugger to cross paths with the mighty Shang Tsung???
