My experience as an tournament organizer/streamer.
Tag/Random: Is really boring for the viewers.
Casuals can still keep the fire lit but you will eventually see numbers dwindle.
Even if the tournament is meaningless with nothing on the line it will keep players showing up. Once you start to lose your offline presence, its really hard to get it back.
I can't speak for Phil, but I feel as if I played the Phil type role (except I try to compete as well) for my local community. It was really difficult setting time aside from my normal life to do something for the community. Organizing a tournament, running brackets, setting up a stream and breaking it down is very time consuming and sort of a thankless task. It's really about everyone staying involved to keep shit going.
I voted for 5 v 5, but that's only because I would like to see a regional 5 v 5 with all the best players involved. We've never all really met up at a major, to achieve something like this.
Edit: One more thing I'd like to point out. It's very difficult to stay involved when people struggle with transportation, before a lot of tournaments I would drive around town making sure key players showed up to make the stream more interesting for viewers. At some point in time, driving around REALLY STARTS TO SUCK.
Enjoy it while you can because people like Phil keep the big ego's relevant.
