Sheeva isn't Goro's wife. Goro is her husband.
When Sheeva does an x-ray and the opponent does a move with armor, the initial x-ray hit (stomp) goes through their armor and hits them. But the follow up animation where the x-ray animation (two stomps to the skull and back) and majority of the damage occurs (slam at the end) does not. This seems to be the only x-ray move to my knowledge in the game where armor is a hard counter, as all x-rays are supposed to break armor and land successfully.
