Relaunchers in MK4

Does everyone have the ability to relaunch everyone with the same HP, HK, D+HP combo until maximum damage takes effect? Or is it blockable by some characters?

So Sub is the only one with something like a relauncher?
I had used Scorpion and thought he could JP in like the UMK3/MKT relaunchers.

only sub, its blockable with everyone else, you can relaunch like hell the cpu including goro on max difficulty level thu (popup, run, otg sujk, popup...)
