Ranking the characters difficulty

I'm a lover, not a fighter
There are often threads asking about who people should pick up so I was wondering what people's thoughts were on the difficulty of using certain characters which may help people decide. Who do you think is good for a beginner / intermediate / advanced?

A couple of things to think about:

A) This is not a tier list
B) This is about the ease of certain characters - ie Easy to understand moves / normals and simple combos vs high execution characters. Think of who you would tell a person who has not picked up a fighting game vs a veteran
C) It has nothing to do with how powerful or the amount of damage they do
D) Just because a character is a good beginner character does not mean that they lack depth and can be used at a higher level.

Of all the characters I've used, I find venemous devorah to be by far the easiest to play well at a beginner level.

Her far reaching overhead and lows are good for both offense and defense. She's a very straightforward basic mixup character with simple strings. And extra damage is always building thanks to poison. She also has a great njp and uppercut. Her basic normals are very good and lend themselves well to beginners.

Kung jin is the easiest pick up and play character of any game ever. Without trying him in the training room, I was doing 30-37% damage on my third match thinking what's the catch? He doesn't require practice to play semi-competently. No execution barrier. His run cancel combos take about 10 minutes. I'm still shocked.
